Abstract

Este documento de investigación busca analizar integralmente el impacto de la "niebla cognitiva" y la guerra cognitiva en las relaciones civiles-militares (RCM), el Derecho Internacional de los Conflictos Armados (DICA), y los Derechos Humanos (DD.HH.). Se plantea cómo la manipulación en el dominio cognitivo genera desafíos para el control civil objetivo y el respeto por el DICA y los DD.HH.. La investigación, de enfoque cualitativo-descriptivo, utiliza teorías de relaciones internacionales y de poder para comprender este fenómeno. El objetivo final es detallar cómo la influencia de la guerra cognitiva sobre el control civil impacta los DD.HH. y el DIH.

This research chapter seeks to comprehensively analyze the impact of "cognitive fog" and cognitive warfare on civil-military relations (CMR), International Humanitarian Law (IHL), and Human Rights (HR). It explores how manipulation in the cognitive domain creates challenges for objective civilian control and respect for IHL and HR. The research, employing a qualitative-descriptive approach, will utilize theories from international relations and power dynamics to understand this phenomenon. The ultimate goal is to detail how the influence of cognitive warfare on civilian control impacts HR and IHL.
