Política exterior ambiental en Colombia frente al cambio climático (2018-2022)
Abstract
El presente capitulo tiene como objetivo general analizar las acciones y medidas
implementadas por Colombia en su política exterior ambiental en el lapso comprendido
2018-2022. En efecto, la metodología utilizada se basó en una revisión de fuentes primarias
como el Instituto de Hidrología, Meteorología y Estudios Ambientales (IDEAM), la
Corporación para el Desarrollo Sostenible (CDS), el Ministerio de Ambiente y Desarrollo
Sostenible, el Departamento Nacional de Planeación (DNP), así como artículos y estudios de
académicos e investigadores independientes. Por ende, los hallazgos principales indican que
Colombia ha avanzado en la implementación de su política exterior ambiental frente al
cambio climático, ratificando el Acuerdo de París, estableciendo metas de reducción de
emisiones, promoviendo energías renovables, restaurando ecosistemas y aplicando medidas
de eficiencia energética. Se destaca también la integración del enfoque de género en todas
las acciones y medidas implementadas. No obstante, se identifican desafíos en la
implementación efectiva de estas políticas y la necesidad de continuar fortaleciendo la
diplomacia climática en el ámbito internacional. The general objective of this chapter is to analyze the actions and measures
implemented by Colombia in its environmental foreign policy in the period between 2018-
2022. Indeed, the methodology was based on a review of primary sources such as the Institute
of Hydrology, Meteorology and Environmental Studies (IDEAM), the Corporation for
Sustainable Development (CDS), the Ministry of Environment and Sustainable
Development, the National Department of Planning (DNP), as well as articles and studies by
academics and independent researchers. Finally, the main findings indicate that Colombia
has made progress in the implementation of its foreign environmental policy against climate
change, ratifying the Paris Agreement, using emission reduction targets, promoting
renewable energy, restoring ecosystems and applying energy efficiency measures. The
integration of the gender approach in all the actions and measures implemented is also
highlighted. However, challenges are identified in the effective implementation of these
policies and the need to continue strengthening climate diplomacy in the international arena.
