Fuerzas Militares, Guerra Cognitiva y su rol para cumplir el DD.HH. y el D.I.H.

Abstract

La guerra cognitiva no es un concepto nuevo en el ámbito militar mundial. Este hace parte de las armas utilizadas dentro del “dominio de la información” en los conflictos actuales, y al cual nuestro conflicto armado interno no es ajeno. En este, los Grupos Armados Organizados (GAO) firmantes del acuerdo de paz de 2016, han visto un nuevo campo de batalla con el cual se influye en el pensamiento y actitud de la población, entendiendo que así podrían ganar mayor territorio y legitimidad de su lucha, lo anterior basado en la ausencia del Estado en muchas zonas del país. A raíz de esto, las Fuerzas Militares de Colombia asumen el reto de evolucionar a fin de hacer frente a esta nueva amenaza, buscando generar un cambio de percepción y creencia en las instituciones del Estado.

Este capítulo identifica el concepto de guerra cognitiva, evidencias de actividades de deslegitimación del Estado por parte de los GAO, y se proponen algunas estrategias que las Fuerzas Militares deberían adoptar para hacer frente a este nuevo campo de guerra.

Cognitive warfare is not a new concept in the global military arena. It is one of the weapons used within the "information domain" in current conflicts, and our internal armed conflict is not an exception. In this context, the Organized Armed Groups (GAO) that signed the 2016 peace agreement have seen this domain as a new battlefield through which to influence the thinking and attitudes of the population, believing that this could lead to greater territory and legitimacy for their struggle, based on the absence of the State in many areas of the country. As a result, the Colombian Military Forces are taking on the challenge of evolving to confront this new threat, seeking to generate a change in perception and belief in State institutions.

This chapter identifies the concept of cognitive warfare, evidence of activities aimed at delegitimizing the State by the GAO, and proposes some strategies that the Military Forces should adopt to confront this new field of warfare.
