Avanzar en la reincorporación:un imperativo para la paz y Derechos Humanos

Abstract

Este trabajo de grado pretende analizar los retos y oportunidades de la temporalidad en el proceso de reincorporación de los exintegrantes de las FARC-EP en Colombia, ahora denominados Población en Proceso de Reincorporación (PPR), tras el Acuerdo de Paz firmado en noviembre de 2016. A través de una metodología con enfoque cualitativo, un alcance descriptivo-propositivo y la revisión documental, se examinan los antecedentes normativos y jurisprudenciales, así como las políticas y programas implementados para apoyar la reintegración de los excombatientes de las FARC-EP a la vida civil. El estudio identifica barreras como la posible estigmatización, asignación y la falta de recursos y coordinaciones institucionales que llevan a concluir sobre la necesidad de mejoras y herramientas para fortalecer la efectividad de estos programas o acciones en diferentes campos. Los hallazgos resaltan la necesidad de un enfoque integral y participativo para asegurar el éxito y la sostenibilidad del proceso de reincorporación, contribuyendo así a la construcción de una paz duradera y equitativa en Colombia.

This thesis aims to analyze the challenges and opportunities of temporality in the process of reincorporation of former members of the FARC-EP in Colombia, now called Population in the Process of Reincorporation (PPR), after the Peace Agreement signed in November 2016. Through a methodology with a qualitative approach, a descriptive-propositional scope and a documentary review, the normative and jurisprudential background is examined, as well as the policies and programs implemented to support the reintegration of former FARC-EP combatants into civilian life. The study identifies barriers such as stigmatization, allocation and the lack of resources and institutional coordination that led to the conclusion about the need for improvements and tools to strengthen the effectiveness of these programs or actions in different fields. The findings highlight the need for a comprehensive and participatory approach to ensure the success and sustainability of the reincorporation process, thus contributing to the construction of a lasting and equitable peace in Colombia.
