Del estallido social a la seguridad nacional: transformaciones en las estrategias de defensa y seguridad en colombia tras las protestas sociales (2019-2021)

Abstract

Este capítulo tiene como objetivo analizar los impactos del estallido social en Colombia (2019–2021) sobre la doctrina y práctica de la seguridad y defensa nacional, abordando sus causas estructurales, la respuesta institucional y los cambios posteriores. A través de un enfoque cualitativo, se examinan fuentes documentales, estudios de caso y marcos normativos relacionados con el derecho a la protesta, la actuación de las fuerzas de seguridad y las tensiones entre legalidad y práctica institucional. Los resultados evidencian que, pese a su reconocimiento constitucional, el derecho a la protesta ha sido limitado por una lógica securitizada que privilegia el control del orden público sobre la garantía de derechos. La respuesta estatal se caracterizó por la estigmatización del manifestante, el uso excesivo de la fuerza y la militarización de la protesta, lo cual debilitó la legitimidad institucional. Se concluye que, aunque se han propuesto reformas normativas y doctrinales, persiste una resistencia estructural al cambio dentro de las instituciones de seguridad. Por tanto, se requiere avanzar hacia una visión de seguridad ciudadana que priorice el diálogo, los derechos humanos y la transformación de las culturas organizacionales forjadas en el contexto del conflicto armado.

This chapter aims to analyze the impacts of the social unrest in Colombia (2019–2021) on the doctrine and practice of national security and defense, addressing its structural causes, the institutional response, and subsequent changes. Through a qualitative approach, documentary sources, case studies, and regulatory frameworks related to the right to protest, the actions of security forces, and the tensions between legality and institutional practice are examined. The results show that, despite its constitutional recognition, the right to protest has been limited by a securitized logic that prioritizes the control of public order over the guarantee of rights. The state response was characterized by the stigmatization of protesters, the excessive use of force, and the militarization of protest, which weakened institutional legitimacy. It is concluded that, although normative and doctrinal reforms have been proposed, structural resistance to change persists within security institutions. Therefore, it is necessary to move toward a vision of citizen security that prioritizes dialogue, human rights, and the transformation of organizational cultures forged in the context of the armed conflict.
